During the preliminary investigation it was found that from 2009 to 2010, a 49-year-old woman and a 29-year-old man, both natives of the city of Anapa, forged documents and misappropriated 9 plots of land in the territory of the Black Sea coast. The damage to the municipality is estimated at about 28 million rubles.
