Subject to Resolution of the Government of the Russian Federation No. 1558 dated December 30, 2016 “On introducing amendments to Resolution of the Government of the Russian Federation No. 1177 dated December 17, 2013”, the effective date of Clause 3 of the Rules for Organized Bus Transportation of Groups of Children related to the requirements for the year of manufacture of a bus (the Clause prohibits to use a bus older than 10 years for organized transportation of groups of children) was rescheduled for July 1, 2017.
The adopted decision would provide extra time to the transporters of organized groups of children for renewal of their fleets with buses conforming to the established requirements.
The Rules for Organized Bus Transportation of Groups of Children approved by Resolution of the Government of the Russian Federation No. 1177 dated December 17, 2013 have been effective in the Russian Federation for three years.
These Rules stipulate the tasks and requirements set to organized transportation of children by buses that are not route vehicles and specify the main liabilities of officials and bus drivers.
The provisions of the Rules stipulate a special procedure for access of children and accompanying persons to a bus and set the requirement to have a mandatory scheme of a transportation route. Besides, the Rules contain the requirement to have a set of food products available in a bus when children travel for more than 3 hours and prohibit to transport children under 7 for over 4 hours.
The Rules also stipulate that at night from 11:00 PM to 06:00 AM organized groups of children may only be transported to and from railway terminals and airports, as well as in case of delay during a journey to complete organized transportation of a group of children. In addition, the Rules require that an organized transport column in case of intercity bus transportation of groups of children for more than 3 hours must be accompanied by a medical worker.
