The Public Council with the Russian Ministry of Internal Affairs discussed at its meeting the law “On Police” and summed up the experience of its five-year law enforcement

Today, at the Russian MIA the State Secretary - Deputy Minister of Internal Affairs of the Russian Federation Igor Zubov took part in the meeting of the Public Council, dedicated to the fifth anniversary of the entry into force of the Federal Law “On Police”.

The event was opened by the chairman of the Public Council with the Ministry of Internal Affairs of Russia Anatoly Kucherena. It was attended by members of the extended working group with the Ministry of Internal Affairs of Russia on the reform of the internal affairs bodies.

Addressing the audience, Igor Zubov said that the law “On Police” was adopted as a state response to the urgent need of the society to modernize the law enforcement system.

The document was developed with the involvement of the Public Council members, representatives of the public and human rights organizations, leading legal scholars, lawyers and experts in law enforcement practices. In addition, for the first time in the Russian legal practice, the adoption of a law was accompanied by a nationwide discussion, which took place on a specially created Web forum.

A report on the outcome of the five-year law enforcement practice of the Federal Law “On Police” was presented by Chief of the RMIA T&LD Lieutenant-General of internal service Aleksandr Avdeiko.

It was noted that as a result of the reform, there took place qualitative changes in the internal affairs system. According to the State Secretary - Deputy Minister, the Police today is a highly professional service, acting according to the norms, standards and rules, for which the main evaluation criterion is the public opinion.

In the five years of work under the new law there have been implemented organizational and structural changes, certification of personnel, established closer relations with the civil society institutions. According to a survey conducted by the experts of the Russian State Social University, the level of the general indicator of public confidence in the police in the recent years has increased and exceeds 60 percent.

In addition, within the framework of the further improvement of the legislation The MIA of Russia is currently monitoring the actual application of the law provisions, participating in the development of its correction and improvement initiatives.

At the end of his speech, Igor Zubov noted the success of the implementation of the Law “On Police” and its application, as the police was cleared of non-core functions, and despite a significant reduction in the staff, the results of operational performance have improved by key indicators.

Also during the meeting the Public Council members summed-up the results for the past year and identified the priorities for the current period.
