Changes in the procedure of driver's licenses issuing

Today, on February 16, 2016, became effective the Resolution of the Government of the Russian Federation No 65 dated February 4, 2016 “On Amendments to the Rules of the exams for the right of driving transport vehicles and of drivers' licenses issue”.

The adopted amendments excluded medical report (medical certificate) from the list of documents submitted for the replacement of a driver's license in cases of changes in the personal data of the owner, making the driver's license unfit for further use due to wear, damage, or other reasons, in the case of receiving a statements on the loss (theft) of the driver's license, as well as in the case of getting an international driver's license.

It should be noted that the provisions of the Rules on the need to provide a medical report in the above cases, in accordance with the clarifications of the Traffic police are not applied since July 2015. However, in order to exclude the possibility of ambiguous interpretation, it was necessary to bring the Rules in line with the requirements of the Federal Law.

It should be emphasized that a medical examination remains obligatory in the cases provided for in Article 23 of the Federal Law “On Road Traffic Safety”. In particular, a medical statement (medical certificate) is required for obtaining a driver's license for the first time, in the case of introduction of a new category, at the expiry of the driver's license, in the case of the return of the driver's license after the expiry of the period of deprivation of rights to drive a transport vehicle for offenses related to drunk driving or refusal from the medical examination for intoxication.
