Criminal Investigation Division of the Police Administration for the SEAD of the MIA General Administration for the city of Moscow received operative information that in the capital and the Moscow region there operated an organized group whose members offered people to go into the business of manufacturing banknotes.
It was found that the offenders offered to potential victims to purchase paper sheets of black color, of which after processing with a special liquid there could be allegedly obtained $100 banknotes. During the dialog with the victim the suspects made a real show: in the presence of the victims they treated one sheet with a chemical solution and offered to authenticate the banknote, which by that moment they quietly replaced with a real one. The money was successfully accepted by exchange desks, after which the offenders offered to process the same way $20 million. From one of the victims the suspects demanded 5 million rubles for the "magic" solution.
When committing the fraud group members complied with secrecy requirements, wearing the gloves and medical mask, explaining that by the fact that the evaporation of the said chemical solution was dangerous for health.
During the operative-search activities the staff of the Criminal Investigation Division of the Police Administration for the SEAD in cooperation with colleagues from the General Investigation Administration of the Moscow Police detained the suspects at the transfer of cash . The offenders are a 38-year-old and 43-year old natives of the Central Africa.
During the search, the Police seized from the detainees a suitcase with 57 packs of black paper sheets similar in size with US banknotes. In fact, the packs contained plain paper painted black.
A criminal case was initiated on the fact of fraud on a large scale. Placement to custody was selected as the preventive measure for the suspects.
