The Federal Law has been designed to streamline the legislation on transport security, unify the approaches to the interpretation of articles of Federal Law No 16-FZ of February 9, 2007 "On transport security", improve and develop the legislation of the Russian Federation aimed at protecting the transport complex from unlawful interference, in accordance with the current realities and existing threats of unlawful interference with the operation of the transport.
Provisions of the Federal law are aimed at:
1. Establishing mandatory special, high-quality training and certification of individuals and organizations involved and responsible for ensuring traffic safety on the transport infrastructure and transport vehicles.
2. Establishing mandatory inspection at the transport infrastructural objects and vehicles for the purpose of protection against acts of unlawful interference with technical means of transport security.
3. Establishment of rights for acquisition, use and application of service arms and special equipment at ensuring the transport infrastructure safety by transport security units.
Adoption of Federal Law " On Amendments to Certain Legislative Acts of the Russian Federation on transport security " will significantly improve the security of transport infrastructure , transport vehicles and citizens using them against acts of unlawful interference , will make it possible to implement relevant decisions and instructions of the President of the Russian Federation , the Security Council of the Russian Federation, decisions of the National Anti-Terrorism Committee in this area.
