Born in 1970 in Saratov. After his graduation from a secondary school in Moscow, he worked for a year as a turner at a plant. From 1988 to 1990 served in the Armed Forces of the USSR. In 1994, after graduating from the Moscow Higher School of the MIA of the USSR worked as an operative officer of the criminal investigation unit of the “Begovoy” Division of the MIA General Administration for the city of Moscow.
In the period from 1995 to 2003 Andrey Khrapov made a career from an operative officer to deputy chief of the 2nd division (solving murders) of the Criminal Investigation Administration of the MIA General Administration for the city of Moscow. Then, for four years headed the 1st division (solving contract murders) of the Criminal Investigation Administration of the MIA General Administration for the city of Moscow.
From 2007 to 2013 - Deputy Chief of the Criminal Investigation Administration of the MIA General Administration for the city of Moscow for solving of serious crimes against the person.
From 2013 to April 2016 - Deputy Chief of the MIA Main Directorate for criminal investigation.
On April 13, 2016 by a Presidential Decree № 183 “On the appointment of law enforcement officers of the Russian Federation” Police Major-General Andrey Ivanovich Khrapov was appointed Chief of the Main Directorate for drug control of the MIA of the Russian Federation.
A special rank of Police Lieutenant-General was assigned to Andrey Khrapov by Presidential Decree No.258 dated June 10, 2017.
On July 16, 2021, by Decree of the President of the Russian Federation No. 422, Police Lieutenant-General Andrey Ivanovich Khrapov was appointed Deputy Minister of Internal Affairs of the Russian Federation.
