Born on February 16, 1970.
Speciality: radio engineer, lawyer.
In 1992 he graduated from the Higher Military School of Air-defense Electronics in Zhitomir. In 2001 - graduated from the Krasnodar Law Institute of the Russian MIA.
Served in command positions of the Russian Armed Forces. Serves in the police since 1999. Consistently occupied the following positions: Chief of the Novorossiysk Branch of the Krasnodar Academy of the Russian Ministry of Internal Affairs (until 2005); Chief of the Stavropol Branch of the Krasnodar University of the MIA of Russia (2005 - 2010); Head of the Nizhny Novgorod Academy of the MIA of Russia (2010 - February 2016).
A.N. Konev is the author of over 60 scientific papers, including 3 monographs, 32 scientific and methodical works, more than 30 articles published in leading scientific journals.
A special rank of Police Lieutenant-General was assigned to Andrey Konev by Presidential Decree No.258 dated June 10, 2017.
