Manakhov, Sergey Anatolyevich, was born in 1957 in Moscow in a workers’ family. In 1975, after graduation from secondary school, he served in the Dzhezkazgan Military District of the Kazakh SSR. After the army he came to the instrument-making plant “Manometer”, where he worked as a mechanic. Serves in the internal affairs bodies since 1978 - a militiaman, squad leader, platoon commander, commander of the 26th company of a detached battalion of the patrol service of the Internal Affairs Administration of the Kalininsky District Executive Committee of Moscow
He studied at the evening faculty of the All-Union Correspondence Law Institute, and after graduation in 1985 he was appointed an investigator of the Kalininsky District Administration of Internal Affairs in Moscow.
Since 1989 - investigator of the Investigation Administration of the GA of Internal Affairs of Moscow. In the period from 1997 to 2010, he served in various positions from an Investigator for Especially Important Cases to the Chief of the Administration for Control and Methodological Support for the Investigation of Especially Dangerous Crimes of the Investigative Committee under the Ministry of Internal Affairs of Russia.
From 2010 to 2012, he worked as Deputy Chief of the Organizational and Control Administration - Chief of the Control and Inspection Division of the Organizational and Inspection GA of the Investigative Committee under the Office of the Prosecutor General of the Russian Federation.
From 2012 to 2014 - Deputy Chief of the Investigative Department of the Ministry of Internal Affairs of Russia.
On June 11, 2014 by the Decree of the President of the Russian Federation, Colonel of Justice S.A. Manakhov was awarded a special rank “Major General of Justice”.
On December 31, 2014, by the Decree of the President of the Russian Federation, Major General of Justice S.A. Manakhov was appointed Chief of the Administration for the Organization of Inquiry of the Ministry of Internal Affairs of Russia with the assignment of a special rank of “Major General of Police”.
During his service in the internal affairs bodies, Sergey Anatolyevich Manakhov received more than 70 awards, including state awards: the medal of the Order of Merit for the Fatherland, II degree (2007), the medal for excellence in maintaining public order (2017), as well as departmental awards of the Ministry of Internal Affairs of Russia.
