Born on April 18, 1959 in Zhuravlikha Village of the Pervomaysky District, the Altai Territory. After school attended the Omsk Higher School of the USSR MIA. Having become a lawyer in 1980 Yuri K. Valyaev started his service in the Ministry of Internal Affairs as a Criminal Investigation Officer for Preventive Service in the Internal Affairs Division of the Oktyabrsky District Executive Committee in Barnaul, the Altai Territory.
In 1981 he was appointed Senior Criminal Investigation Officer, in 1985 – Deputy Chief of the Criminal Investigation Department.
In 1989 Yuri Valyaev headed the town militia unit of the Internal Affairs Division of the Oktyabrsky District Executive Committee, Barnaul. In 1993 Yuri K. Valyaev was appointed Chief of the Leninsky District Internal Affairs Division.
In 1997 Yuri K. Valyaev became Deputy Chief of the Internal Affairs Administration in Barnaul, in 1999 – First Deputy Chief of the Internal Affairs Administration in the Altai Territory. In 2002 he was appointed Internal Affairs Minister of the Republic of Altai.
On April 13, 2011 by Presidential Decree, was appointed Chief of the Internal Affairs General Administration in the Perm Territory.
By Presidential Decree number 132 dated March 10, 2014 Lieutenant-General of Police Yuri K. Valyaev was appointed Chief of the General Administration for Protection of Public Order and Interaction with Executive Authorities of the Russian Federation Constituent Territories.
