Sergey A. Kachkin was born on July 19, 1961 in Tsinglok Village of the Mari Autonomous Soviet Socialist Republic.
In 1985 graduated from I.N. Ulianov Chuvash State University with a specialization in “Electroinsulating and Cable Engineering”.
Took an active part in service dog training. Became USSR Master of Sports in Service Dog Training in 1986.
From 1986 to 1998 research assistant of D.N. Karbyshev Central R&D Institute 15 of the RF Ministry of Defense.
From 2003 to June 2013 served at the Internal Affairs Administration for the Dmitrovsky District.
In 2006 received the Medal “For Distinguished Service” II class by the Decree of the Internal Affairs General Administration for the Moscow Region.
In 2011 became Lieutenant-Colonel of Police by Decree of the Internal Affairs General Administration for the Moscow Region.
In 2012 Master qualification rank was assigned by Decree of the Internal Affairs General Administration for the Dmitrovsky District.
On September 23, 2013 by Decree number 1122 l/s of the MIA of Russia was appointed Chief of the Federal Budgetary Institution Service Dog Training Center of the MIA of Russia.
In 2014 subject to the order of the Russian MIA, he was awarded the rank of Colonel of Police.
RF Republican Referee in service dog training.
FCI CACIT Referee in dog training (international qualification).
Has a wife and two sons.
