Victor V. Golovanov

Chief of the General Administration of Criminal Investigation, Police Lieutenant-General

Viktor V. Golovanov was born on May 2, 1959 in Moscow. In 1980 he started his service at the Ministry of Internal Affairs as a militiamen of Militia Division 125 in Moscow. In 1984 V.V. Golovanov graduated from the Moscow Higher Militia School of the USSR MIA.

Has been working in senior positions from 1990:

— Section Head at Division 2 of the Criminal Investigation Department – Internal Affairs General Administration for Moscow;

— from 1992 Chief of Division 2 of the Criminal Investigation Department – Internal Affairs General Administration for Moscow;

— from 1995 First Deputy Chief of the Criminal Investigation Department – Internal Affairs General Administration for Moscow;

— from 1996 to 2000 Deputy Chief of the Criminal Militia – Chief of the Criminal Investigation Department;

— in 2000 dismissed from the Ministry of Internal Affairs subject to Art.19 P.6 cl. “е” (redundancy) of the RF Law “Concerning Militia”. Temporary unemployed from 2000 to 2003;

— from 2003 Chief of the Criminal Investigation Department – Internal Affairs General Administration for Moscow;

— from 2011 Deputy Chief of the Internal Affairs General Administration for Moscow – Police Chief.

On June 16, 2012 by Presidential Decree, Viktor V. Golovanov was appointed Chief of the Criminal Investigation of the General Administration of the MIA of the Russian Federation.

During the period of service in the MIA he received many awards including the Order “For Personal Courage” (1994), the Order of Honor (1996), the Order of Friendship (2009), etc.
