Born on June 1, 1963 in Elabuga, the Tatar Autonomous Soviet Socialist Republic.
In 1985 graduated from M.V. Lomonosov Moscow State University with a specialization in “Jurisprudence”.
1985 – 1989 – service in the internal troops of the USSR MIA.
1989 – 1991 – studies at the USSR MIA Academy.
1991 – 1993 – Teacher, Senior Teacher of the Criminal Policy and Criminal Law Department of the USSR MIA Academy, then Academy of the MIA of Russia.
1993 – 1997 – Deputy Chief of Division, Deputy Chief of the Legal Support Administration of the MIA of Russia.
1997 – 2000 – Chief of Administration, Deputy Chief of the MIA General Administration for Combating Economic Crimes.
In 2001 completed doctoral program of the All-Russian Research Institute of the MIA of Russia. In the same year was appointed First Deputy Chief of the Law Department of the RF Federal Tax Police Service.
2001 – 2004 – First Deputy Chief of the General Administration of Combating Organized Crime of the MIA Criminal Militia, Chief of the Center for Combating Terrorism.
2004 – 2005 – Acting Deputy Chief of the MIA Department for Combating Organized Crime and Terrorism.
2005 – 2008 – Chief of the All-Russian Institute of Advanced Training of the MIA of Russia.
2008 – 2009 – Chief of Sochi-2014 Center of the MIA of Russia.
2009 – 2010 – First Deputy Chief of the MIA Public Order Protection Department.
2010 – 2014 – Chief of the MIA General Administration for Public Order Protection and Coordination of Interaction with Executive Bodies of Constituent Entities of the Russian Federation.
Appointed Chief of the All-Russian Institute of Advanced Training of Employees of the Ministry of Internal Affairs of the Russian Federation by Presidential Decree number 132 dated March 10, 2014.
Repeatedly took part in counter-terrorism operations. Participant in military operations.
Awards: the Order of Honor, the Medals “For Distinguished Service in Defense of Public Order” and “70-th Anniversary of the USSR Armed Forces”.
Doctor of Juridical Science.
Has a wife and a son.
