Aleksandr P. Gorelov was born in 1959 in the Tambov Region. He started his service in the Ministry of Internal Affairs as militiaman of a rapid response mechanized regiment of the Internal Affairs General Administration of the Moscow Executive Committee in 1980, immediately after army service. After a year became officer of the mentioned body.
During the above period, staying on the service, graduated from the Jurisprudence Faculty of the All-Union Law Part-Time Institute.
From 1990 to 1999 held different positions at the MIA All-Russian Research Institute.
At the end of 1999 was appointed Deputy Chief of the Organizational and Analytical Department of the MIA General Administration of Personnel and Personnel Policy – Chief of the Planning and Analytical Department, in 2001 – Deputy Chief of the same body – Chief of the Organizational and Analytical Department.
In 2004 – 2009 held senior positions in the Organization and Inspectorate, and in the Administrative Departments of the MIA of Russia.
From 2009 Deputy Chief of the Organization and Inspectorate (Organization and Analytical) Department of the MIA of Russia.
On June 16, 2012 Aleksandr P. Gorelov was appointed Chief of the MIA Organizational and Analytical Department by Presidential Decree.
A special rank of Lieutenant-General of the Internal Service was assigned to Aleksandr P. Gorelov by Presidential Decree dated 21.02.2014.
Doctor of Juridical Science. Has the Order of Friendship.
