Valery A. Maidanov was born in 1952 to the family of military professionals.
In 1969 finished a secondary school in the Moscow Region. In the same year entered the Orel Higher Military Academy of Communication named after M.I. Kalinin. Graduated from it in 1973.
Served at the USSR State Security Committee.
In 1982 finished F.E. Dzerzhinsky Higher School of the USSR State Security Committee.
In 1983 started his service at the Central Staff of the USSR MIA, then served at the MIA of Russia, where ascended the career ladder from officer to Chief of the MIA Department of Records and Work with Citizens and Organizations.
Participant of Chernobyl disaster relief operation.
Has 17 government awards.
In 2002 Valery A. Maidanov was assigned an honorary rank of Honored Employee of the Ministry of Internal Affairs of the Russian Federation by Presidential Decree.
Has a wife and a daughter.
