Vladimir L. Kubyshko was born on August 23, 1962 in Andizhan, the Uzbek Soviet Socialist Republic. Graduated from the Leningrad Higher Military and Political Academy of the Anti-Aircraft Defense, Academy for the Humanities of the Armed Forces of the Russian Federation.
Held different senior military posts in the Armed Forces till 1992.
In 1998 started his service in the Ministry of Internal Affairs as Deputy Personnel Chief at Novokosino Internal Affairs Division – Internal Affairs Administration of the Eastern Administrative District of Moscow.
Served at the MIA Main Personnel and Personnel Policy Directorate.
From 2002 to 2005 headed the Department of Personnel and Discipline of the Moscow University of the MIA of Russia.
From 2005 to 2010 served as Deputy and then First Deputy Chief of the MIA Personnel Department.
In May 2010 Vladimir L. Kubyshko was appointed Chief of the MIA Personnel Department by Presidential Decree.
On June 12, 2011 by Presidential Decree number 801 Vladimir L. Kubyshko was appointed Chief of the MIA Public Service and Personnel Department.
Candidate of Pedagogical Sciences. Has government awards.
Has a wife and two daughters.
