Born on April 3, 1968 in Moscow. Has higher education. In 1992 graduated from of the Order of Lenin State Institute for Physical Education, in 2001 – from the Moscow State University for Social Studies with a specialization “Economist”. In 2002 completed professional retraining in “public and municipal administration” at the Russian Presidential Academy of Public Administration.
From 1986 to 1988 served in the USSR Armed Forces. In the 90-s worked at Moscow Mayor’s Office where he addressed the issues of development of television and telecommunication systems in Moscow. In March 1999 was appointed Director General of Mostelecom OJSC – the leader in cable television and the flagship in the City’s telecommunication market.
From August 2006 Aleksandr M. Makhonov was Advisor to the Director General of MTK Telecom Group. From 2006 to December 2009 Aleksandr M. Makhonov was Strategic Advisor to the leading European telecommunication operators manufacturing telecommunication equipment and software.
In 2010-2011 – Director General of Electronic Moscow Open Joint-Stock Company created for the purpose of active implementation of modern information technology, further development of the information and communication infrastructure of Moscow and provision of access to information resources to Muscovites.
From November 2012 to February 2015 Aleksandr M. Makhonov was Chief of the Department for Information Technologies, Communication and Information Security of the MIA of Russia.
By Presidential Decree number 74 dated February 17, 2015 Aleksandr M. Makhonov was appointed Deputy Minister of Internal Affairs of the Russian Federation.
Has a wife and a daughter. Master of Sports in Boating.
