Andrey A. Skivterist

Chief of the All-Russian Institute for Advanced Training of Officers of the Ministry of Internal Affairs of Russia, Colonel of the Police

Born on August 11, 1963 in the town of Ozyory, Moscow Region.

In 1985 he graduated from the Kolomenskoye Higher Artillery Command School named after the October Revolution.

Until 1997, he served in the Armed Forces in various command positions.

In 1997, he began his service in the internal affairs bodies as Deputy Chief of the course of the MIA of Russia Moscow Law Institute.  Later, he held the positions of Deputy Chief and Chief of the faculty of the MIA of Russia Moscow Law Institute.

From 2005 to 2011 he headed the Tver branch of the Moscow University of the Ministry of Internal Affairs of Russia.

From 2011 to 2015 he headed the Economic Security Faculty of the Moscow University of the Ministry of Internal Affairs of Russia.

From 2015 to 2021 - the Chief of the Moscow Regional Branch of the Moscow University of the Ministry of Internal Affairs of Russia named after V.Ya. Kikot

On March 18, 2020, by Decree of the President of the Russian Federation No 149, he was appointed Chief of the All-Russian Institute for Advanced Training of Officers of the Ministry of Internal Affairs of the Russian Federation.

He was awarded departmental and state awards, the badge “Honorary Officer of the Ministry of Internal Affairs” and the award arms - the Makarov pistol.

He is married and has four daughters.
