Mikhail Ilyich Davydov was born in 1963. Graduated from Bauman Moscow State Technical University. He began his professional activity in the internal affairs bodies in November 1987 as an operative in the Department of Combating Theft of Socialist Property after graduating from the higher courses of a MIA of Russia educational institution. Then he headed the inspectorate for juvenile affairs. Later, Mikhail Ilyich became the chief inspector of the headquarters of the Internal Affairs Department for the South-Western District of the city of Moscow. After some time, he headed the inspectorate for the personnel of that Internal Affairs Department, and a little later, after the reorganization, he became the Chief of the Internal Security Division. Later he held the position of deputy chief of the Department of Internal Affairs for personnel. He commanded the 1st Operational Regiment of the Moscow GA of Internal Affairs. Then he was appointed to the position of deputy chief of the Department of Internal Affairs of the Central Administrative District of Moscow - the head of the public security militia. Since 2006, he headed a Department in the GA of Internal Affairs for the city of Moscow.
While serving in Moscow, he received a second higher education at the Academy of Management of the Ministry of Internal Affairs of Russia.
In September 2007, he was appointed Deputy Chief of the GA for Internal Affairs for the Perm Territory, Chief of the public security militia, since April 2011 he held the position of Deputy Chief of the MIA of Russia GA for the Perm Territory - chief of the police. Since February 2015, he headed the MIA of Russia Administration for the Orenburg Region. Since July 2018, he headed the MIA of Russia GA for the Perm Territory.
Mikhail Davydov was awarded the rank of Lieutenant General of the Police on November 4, 2019.
On November 25, 2020, by the Decree of the President of the Russian Federation, Mikhail Ilyich Davydov was appointed Chief of the MIA of Russia GA for Protection of Public Order and Interaction with Executive Authorities of the Russian Federation Constituent Territories.
