Born in 1956 in Moscow. Graduated from the Moscow Higher Militia School of the USSR Ministry of Internal Affairs in 1980 with specialization of "Jurisprudence".
Devoted himself to criminal investigation. Made a career from an inspector of the criminal investigation division of the MIA Administration for the Volgograd District Executive Committee of the City of Moscow to the Chief of the 6th division (anti-gang) of the Criminal Investigation Administration of the MIA General Administration for the City of Moscow (MUR).
In 1994-1997 he worked at the MIA General Administration for combating the Organized Crime as a senior detective for particularly important cases, deputy chief and chief of divisions.
Since 1997, he headed the 13th division of the Criminal Investigation Administration of the MIA General Administration for the City of Moscow. Then returned to the MIA General Administration for combating the Organized Crime of the Russian Ministry of Internal Affairs and in 2000 he headed the unit.
From 2001 to 2002, he was appointed to the position of Chief of the MIA National Bureau of Interpol.
Since 2002, for four years he headed the MIA General Administration for the city of St. Petersburg and the Leningrad Region.
From 2006 to 2011 he worked as Assistant to the Minister of Internal Affairs of the Russian Federation.
On June 16, 2012 by Presidential Decree he was appointed to the position of Deputy Minister of Internal Affairs of the Russian Federation.
During the period of service in the police he received many awards, including the Order "For Merit to the Fatherland" 4th class, and the Order "For Merit to the Fatherland" 2nd class.
