Igor N. Zubov

State Secretary - Deputy Minister of Internal Affairs of the Russian Federation, Full State Counsellor of the Russian Federation, 1st Class

State Councilor of the Russian Federation of 1st Class Igor N. Zubov was born in Moscow in 1956. In 1977 he graduated with "Distinction" from the Omsk Militia Higher School of the USSR Ministry of Internal Affairs with specialization of "Jurisprudence".

Continuously served in internal affairs bodies from 1973 to 2001 in various positions. In particular, from 1997 to 1998 - as Deputy Chief of Staff of the Russian Ministry of Internal Affairs, from 1998 to 1999 - Head of the MIA Organization and Inspection Administration; from 1999 to 2001 - Deputy Minister of Internal Affairs.

Participated in the hostilities in the North Caucasus.

From 2007 to 2011 - Member of the Legislative Assembly of the Tver Region of the 4th convocation.

From 2011 he taught at the MIA University of Moscow, professor of the Chair of constitutional and municipal law.

On June 16, 2012 by Presidential Decree he was appointed to the position of State Secretary - Deputy Minister of Internal Affairs of the Russian Federation.

Doctor of Law. Thesis - "Public legal and organizational problems in the functioning and development of the Russian Ministry of Internal Affairs."

Received many awards, including the Order of Courage, 15 medals. MIA Honorary Officer. Member of the Russian Union of Journalists.

Author of more than a hundred research papers on operational and investigative and administrative activities of the internal affairs administration in social and economic systems and on issues of constitutional and municipal law.
