Police Colonel-General Aleksandr V. Gorovoy was born on July 31, 1960 in Tolstikhino village of the Uyar District, the Krasnoyarsk Territory in the family of employees. In 1977, at the place of birth, he graduated from the secondary school and the same year entered as a full-time student the Krasnoyarsk Polytechnic Institute, from which he graduated in 1982 with a specialization in "Mechanical engineer of vehicles and vehicles fleet".
Since October 1982 A.V. Gorovoy has been serving at the Ministry of Internal Affairs of Russia. He started his service in the position of a militiaman at a militia station in the town of Artyemyevsk, the Krasnoyarsk Territory. In 1982 he was transferred to the position of a Traffic Inspector in the Traffic Militia Station of Kuraginsk MIA Division, the Krasnoyarsk Territory, where four years later he was appointed to the position of the Traffic Militia Station Chief and continued his service until 1990. After that, he was moved to a higher position of Deputy Chief for crime prevention of the Kuraginsk MIA Division and in 1991 he was sent for full-time training to the MIA Academy in Moscow, Russia.
In 1994 A.V. Gorovoy graduated with honors from the MIA Academy and was appointed Deputy Chief of the Militia Division for the Sverdlovsk District, the Krasnoyarsk Territory - Chief of Public Security Militia. In 1997 he was transferred for further service to Krasnoyarsk, where he served as Internal Affairs Administration Chief for more than five years. Since December 2002, as a promotion to a higher position, he was appointed Deputy Chief of the General Administration of Internal Affairs in the Krasnoyarsk Territory - Chief of Public Security Police, and from February 2005 to October 2010 he served as Chief of the MIA General Administration in the Krasnoyarsk Territory.
Within the frame of Federal Reserve staff rotation Militia Lieutenant-General A.V. Gorovoy was appointed on October 23, 2010 to the position of Chief of the General Administration of Internal Affairs in the Stavropol Territory, and on March 29, 2011, within the framework of organizational and staff changes in the Ministry of Internal Affairs of Russia and based on the results of the extraordinary attestation, to the position of Chief of MIA General Administration in the Stavropol Territory.
Special rank of "Militia Lieutenant-General" was assigned to A.V. Gorovoy by Presidential Decree of 23 February 2006, and a special rank of "Police Lieutenant General" - by Presidential Decree of 29 March 2011.
On June 11, 2011 by the Decree of the President of the Russian Federation Aleksandr V. Gorovoy has been appointed First Deputy Minister of Internal Affairs of the Russian Federation.
On June 12, 2013 by Presidential Decree number 556 Aleksandr V. Gorovoy was assigned a special rank of "Police Colonel-General."
During the period of his service Police Colonel-General A.V. Gorovoy received more than 80 awards, including state awards - the Medal of the Order "For Merit to the Fatherland" 1 class (2010), Medal of the Order "For Merit to the Fatherland" II class (2002), the Russian Ministry of Internal Affairs departmental awards - a sign "For excellent service in the Ministry of Internal Affairs", "MIA Honorary Officer", medals "For Distinguished Service", "For Valor in Service", "For Merit in Management", moreover, he was awarded personal weapon and is listed in the MIA Hall of Fame.
During his service, Police Colonel-General A.V. Gorovoy repeatedly went on business trips to the territory of the North Caucasian region to perform special tasks. Married. Brings up a daughter.
