Aleksandr Anatolyevich Balayev was born on February 3, 1964 in Moscow. He has two higher educations in the field of “Electric Transport” and “Jurisprudence”.
From 1982 to 1994, he worked in various positions at the I.V. Kurchatov Institute of Atomic Energy. Service in the ranks of the Soviet army from 1984 to 1986.
In 1994, he began his service in the internal affairs bodies as an operative.
From 1994 to 2018, Aleksandr Anatolyevich served in various positions ranging from operative officer to first deputy chief of the MIA of Russia Bureau for Special Technical Measures (BSTM). From March 2018, he was appointed First Deputy Chief of the Federal Budgetary Institution “NPO STiS” of the Ministry of Internal Affairs of Russia. From October 2018 - Acting Chief of the Department of Information Technologies, Communication and Information Protection of the Ministry of Internal Affairs of the Russian Federation.
By Decree of the President of the Russian Federation of February 8, 2019 No. 44, Major-General of Internal Service Aleksandr Anatolyevich Balayev was appointed to the position of Chief of the Department of Information Technologies, Communications and Information Protection of the Ministry of Internal Affairs of the Russian Federation.
Aleksandr Anatolyevich Balayev has been awarded state awards: The Order of Honor, Medal of the Order “For Services to the Fatherland”, II degree, the Medal “For Distinction in the Protection of Public Order”, departmental medals.
