Dmitry V. Mitroshin was born on April 10, 1973 in Klimovsk, the Moscow Region.
He has two university degrees – in technics and in law.
He graduated from the Moscow State Technical University (MAMI) and the V. Ya. Kikot Moscow University of the Russian MIA.
He started his career at the internal affairs bodies in 1995. In 1995–2004, he served at various positions at the Research Center of the Traffic Police of the Russian MIA, having worked his way from a junior research associate to the deputy chief of a division. In 2004, he joined the Russian MIA Department for Road Safety (now – the Russian MIA General Administration for Road Safety). He substituted for the Deputy Chief of the Regulatory Affairs and International Cooperation Division.
In 2017, he became the Chief of the Division for Formulating State Policy and Management Decisions on Road Safety of the Russian MIA General Administration for Road Safety
On October 1, 2018 subject to the order of the Minister of Internal Affairs, he was appointed the Chief of Federal State Institution “Russian MIA Scientific Center for Road Safety”.
During the period of his service at the internal affairs bodies, he was granted many awards, including the state award – Badge of Merit “For Impeccable Service” XX years.
He is married and has 1 son.
