Igor V. Kovalev

Chief of the Organization and Staff Administration, Major-General of Internal Service

He was born on July 5, 1958 in Leningrad.

Education: in 1981 graduated from the Leningrad Polytechnic Institute; in 2002 ─ graduated from the Russian Academy of Public Administration under the President of the Russian Federation.

From 1981 to 1983 served in the Armed Forces of the USSR.

From 1983 to 1985 worked in the Leningrad branch of the All-Union Scientific Research Institute of Fire Protection of the USSR Ministry of Internal Affairs.

From 1985 to 1993 served in various positions in the General Administration of Internal Affairs of St. Petersburg and the Leningrad Region.

From 1993 to 2011 served in the subdivisions of the central office of the Ministry and made a career from an Inspector of the Organizational and Staff Division of the MIA of Russia GA for Personnel to the Deputy Chief of the Organizational and Staff Administration ─ the head of the organizational and structural and staff projecting of internal affairs bodies of the MIA of Russia Organizational and Inspection Department.

On June 20, 2011, by Presidential Decree No. 826 was appointed to the position of Chief Inspector of the Ministry of Internal Affairs of the Russian Federation.

On June 11, 2014 by Presidential Decree No. 414 was awarded a special rank of Police Major-General.

On April 6, 2018, by Decree of the President of the Russian Federation No. 143, was appointed Chief of the Organization and Staff Administration of the Ministry of Internal Affairs of Russia and was awarded a special rank of Major-General of Internal Service.

In the period of service in the internal affairs bodies was awarded state and departmental awards, including: medals of the Order of Merit for the Fatherland, I and II class, the chest pin badge “Honorary Officer of the Ministry of Internal Affairs”.
