Konstantin Nikolaevich Smolenchuk was born in Kemerovo on November 1, 1972.
In 1999 graduated from Omsk Law Institute of the MIA of Russia, speciality: Law. In 2009 graduated from the Russian Presidential Academy of National Economy and Public Administration, speciality: State and municipal administration.
K. N. Smolenchuk started his service at the internal affairs bodies in 1993 in the MIA Special Division (OMON) of the Internal Affairs Administration of the Kemerovo Region Administration.
In 1999 Konstantin Nikolaevich moved to Moscow, where he served at the Central Regional Administration for Organized Crime under the General Administration for Organized Crime of the MIA of Russia in the position of a criminal investigator.
From 2001 to 2016 served in the Special Rapid Response Unit of the MIA of Russia General Administration for Moscow. He went up the career ladder from a criminal investigator to a deputy chief.
From 2016 to 2018 – Deputy Commander of the Special Rapid Response Unit of the Administration for Security of Special Events of the MIA of Russia GA for Drug Control.
By MIA of Russia order dated Mach 20, 2018 No. 238 l/s, K. N. Smolenchuk was appointed to the position of the Head of the Main Center for Administrative and Transport Support of the MIA of Russia – Federal Government Institution.
During his service at the internal affairs bodies, Konstantin Nikolaevich Smolenchuk was given government awards: Order of Courage (1995), second-class medal of the Order of Merit for the Motherland (1999), first-class medal (2002), medals: For Bravery (2000), For Distinguished Service in Enforcement of Public Order (2004).
During his service, Police Colonel K. N. Smolenchuk several times went to the North Caucasus District with special missions.
Konstantin Nikolaevich Smolenchuk is married. He has a son and a daughter.
