Police Colonel-General Vitaly Shulika was born in 1970 in Krasnodar.
In 1992 he graduated from the Krasnodar Higher Military School named after S.M.Shtemenko, specializing in “command tactical special communication; military and administrative management”, in 2000 – the Naval Academy named after N.G. Kuznetsov. He served in special communication divisions of the Navy.
Vitaly Shulika joined the police in 2009. Worked in the Main Information and Analytical Center of the Ministry of Internal Affairs of Russia in the position of the Chief of the Division of technical protection of information.
In 2012, he held the position of Deputy chief of the “P” Administration of the MIA of Russia GA for Economic Security and Combating the Corruption. In October of the same year he was appointed Chief of the Administration for Operational Investigative Information of the MIA of Russia.
Special rank “Police Major-General” was awarded to him by the Decree of the President of the Russian Federation of February 21, 2014.
In December 2017, Vitaly Shulika was appointed Deputy Minister of Internal Affairs of the Russian Federation.
He was awarded the medal of the Order of Merit for the Fatherland of the II class. Has departmental awards.
On February 22, 2019 by Presidential Decree No. 54 he was assigned a rank of "Police Lieutenant-General".
On February 18, 2021 by Presidential Decree No. 104 he was assigned a rank of "Police Colonel-General".
