Major-General of Internal Service Nikolai Nikolayevich Pilyugin was born on July 18, 1969 in the city of Ryazan. In 1987-1989 he served in the Armed Forces. In 1998 he graduated from the Ryazan Institute of Law and Economics of the MIA of Russia, majoring in “jurisprudence”.
In 1990, he entered the service of a militiaman of the patrol and inspection service at the Internal Affairs Division of the Zheleznodorozhny District Executive Committee of the city of Ryazan. From 1993 to 2000 he served in various units of the Criminal Investigation Administration of the Criminal Militia of the Internal Affairs Administration of the Ryazan Region.
In 2000 he was appointed to the position of deputy chief of the internal affairs division of the Moscow district of the city of Ryazan.
In 2001, he was appointed chief of the internal affairs division of the Moscow district of the city of Ryazan.
Since May 2005, he served as the first deputy chief of the Internal Affairs Administration for the Kostroma Region, the chief of the criminal police.
In 2012, he was appointed Chief of the Internal Affairs Administration for the Ryazan Region.
In June 2014, by Decree of the President of the Russian Federation No. 713, he was awarded a special title “Major-General of Police”.
In August 2017, by Decree of the President of the Russian Federation No. 392 of August 21, 2017, he was appointed Chief of the Control and Audit Administration of the Ministry of Internal Affairs of the Russian Federation
The same Decree awarded him a special title “Major-General of Internal Service”.
He was awarded 3 state awards, award weapons and a number of departmental awards.
