Valery Vasilievich Kozhokar. Chief of the All-Russian Scientific Research Institute of the Ministry of Internal Affairs of Russia, Lieutenant General of Police, Honorary Officer of the Ministry of Internal Affairs, PhD in Law.

He was born on April 15, 1963 in the city of Leningrad. In 1987, after graduating from Leningrad State University named after A. Zhdanov, he was recruited into the internal affairs agencies.

In 1984 he was awarded the title of Master of Sports of the USSR in classical wrestling.

He began his career in the investigative unit of the MIA General Administration of the Leningrad City Executive Committee, Crime Investigation Service of the MIA, was involved in the investigation of crimes committed by organized groups and criminal associations.
In 2002, Valery Kozhokar was appointed Deputy Chief of the MIA Administration - Chief of the Investigative Directorate of the Administration of Internal Affairs of the Kalininsky District of St. Petersburg.

In 2008 Valery Kozhokar by the Decree of the President of the Russian Federation was appointed Chief of the MIA of Russia General Administration in the Central Federal District with the rank of Major General of Militia.

On February 19, 2010 by the Decree of the President of the Russian Federation, V.V. Kozhokar was promoted to the special rank of Lieutenant General of Militia.

On April 14, 2011, he was promoted to the special rank of Lieutenant General of Police.
On June 11, 2011 by the Decree of the President of the Russian Federation Valery Vasilievich Kozhokar was appointed Deputy Minister of Internal Affairs of the Russian Federation - Chief of the Investigation Department.

On June 22, 2011 by the Decree of the President of the Russian Federation the special rank of Lieutenant General of Justice was awarded to him.

On June 14, 2012 by the Decree of the President of the Russian Federation Valery Vasilievich Kozhokar was appointed as assistant to the Minister of Internal Affairs of the Russian Federation with the special rank of Lieutenant General of Police.
In 2016 he defended his PhD thesis on the topic: “Initiation of a criminal case: issues of theory and practice”.

He has been awarded state awards: Medal of the Order “For Merit to the Fatherland” II degree, Certificate of Merit of the President of the Russian Federation, he is a holder of award weapons. He is an Honorary Member of the Ministry of Internal Affairs. Author of numerous articles in the field of criminal procedural legislation.

Since July 2017 - Chief of the All-Russian Scientific Research Institute of the Ministry of Internal Affairs of Russia.
