Born on January 11, 1974 in Achinsk, the Krasnoyarsk Territory.
He has higher education degrees in Construction Engineering and Law.
Chernikov started his service in 1995 in the position of Road Police Inspector of the Road Police division of Achinsk Internal Affairs Administration.
From 1996 to 2003, he served in various positions in several units of Achinsk Internal Affairs Administration, including such positions as Road Police company leader and Chief of the Traffic Safety division. Since 2003, being Deputy Chief of the Administration, he served in a position of the Head of the Personnel Management Division. Later he was appointed Chief of the Public Safety Militia of Achinsk district Internal Affairs Administration.
Since May 2006, Chernikov was a Head of the Administration for Traffic Safety of the Internal Affairs General Administration for the Krasnoyarsk Territory. In 2011, he was appointed Deputy Chief of the MIA General Administration for Stavropol Territory. Since February 2015, Chernikov served in a position of the Chief of the MIA Administration for Khabarovsk Territory.
On June 17, 2017 by Presidential Decree No. 269 was appointed Chief of the MIA Main Directorate for traffic safety.
Chernikov is a master of sports of the USSR in kettlebell lifting and candidate for master of sports in judo.
Married, has two kids.
